United States investors are free to buy and sell the new issue on the US market as ADRs. People in the U.S. will see the benefit of the IPO in terms of the appreciation of the current stock to the pricing level established in Asia. In essence, you can participate in the IPO by buying the stock that is currently trading on the pink sheets.
