No. Do you know how long these projects take to get up and running? Many are years in the making and are multi-billion dollar projects. If Congress were to lift restrictions then it would be up to the states to decide for themselves. California has already said no as well as New Jersey and North Carolina I believe. Most coastal states are major tourism spots for their beaches and many fear what oil drilling would do to those interests.
