states have different regulations regarding the sales of franchises. i don't know much at all about the reg's but i'm fairly sure that they are not in a position to sell any in some states yet. maybe not in any states. someone with knowledge of reg's could probably clear up why the franchising seem painfully slow.

do they have to show 3 consecutive years of location profitability before they can apply to sell franchises?

all things multiply to the point of starvation.
