Occasional problems with missed opening range breakouts alerts.

Just set up a test window for 5min and 10min opening range breakout alerts with no filters applied for the symbol TS.

The 5min alert never triggered and the 10min alert was 8 minutes late, should have fired @ 9:42, not 9:50.
