ROCHESTER, N.Y., April 30 /PRNewswire-FirstCall/ -- Torvec, Inc. (BB:TOVC.OB - News) announced today that the U.S. Environmental Protection Agency will commence its determination of the mechanical efficiency of Torvec's hydraulic pump the week of May 17, 2004. The EPA has indicated that the exact date will depend upon its completion of a current project which is utilizing the dynomometer required for the Torvec determination.

Torvec has used the preparation time since our February 5, 2004 contract with the EPA to build the electronic control box, to incorporate all of the improvements resulting from Torvec's recent testing, to dialogue with the EPA concerning data which can be obtained in addition to mechanical efficiency, and to add fixtures to our pump so that it can be run on the EPA's dynomometer. Torvec is ready to deliver Torvec's newest, most advanced and highly efficient pump to the EPA.

Torvec's previous testing conducted with its 4x4 Dodge Ram truck last fall demonstrated that its hydraulic technology outperforms all other existing transmission technology in the crucial start-up mode. The start-up mode of a vehicle directly relates to the efficiencies achieved in city driving. Torvec's test results, independently certified by Viewpoint Systems, Inc., demonstrate that Torvec's hydraulics achieve, in city driving, approximately the same miles per gallon as the miles per gallon achieved by other transmission systems in highway driving.

These test results demonstrate that Torvec's hydraulics, coupled with diesel technology, supports Margo Oge's view that "hydraulic hybrid technology is a technology that has great potential for fuel savings when coupled with a diesel engine." Ms. Oge is the EPA's Director of Transportation and Air Quality.
