If the current zoning were not conveyed with the property to the new owner then the value of the property would be materially changed and the current owner would loose the value, which is not going to happen.
The owner can apply for a zoning change but the government can't arbitrairly rezone the property and decrease the owners value. Unless there are some strange property laws in NH.
