Why do they have a license to steal?

They didn't steal anything. If trading hadn't stopped pretty much forever, they'd eventually have covered the short position they created.

And therein lies part of the problem: the SEC and DTCC didn't act quickly enough. But on the other hand, Megas waited for months before reporting the "hijacking".
