New management would most likely cause a more rapid decline. If the CEO left that would really cause concern.

Telling shareholders more wouldn't help if the deal falls through.

Their plans if they don't get the partnership in time should be pretty obvious to anyone.

Telling the market they are going to do another financing ahead of time will only make it more difficult to do and at a lower price.

Probably they do have companies they are talking to and don't know if a deal can be arranged before they need to raise more cash.

Even if they do get another partnership they will still almost certainly have to raise more cash sooner or later.

If insiders bought right now, the stock would more than likely decline more since the market could assume nothing material was going to be announced anytime soon.

If you pay less attention to what management says and more to what they actually do and what the market does, you would be less disappointed.
