Not exactly...

It has its origin in the novel "The Hound of the Baskervilles" in which Sherlock Holmes solves the case noting that the hound of the house did NOT bark the night of the crime, thus the perp was one of the house.

The term is used in TA to consider as a significant signal the fact that the market is NOT doing what it should be doing.
(i.e. it should be dropping, but it's holding steady so it's going to eventually go up...)
