No it's just a reduction in authorized share count.

The OS is contained within the AS. In this case, the OS (40 Mil) is less than the AS(2 Bil) so there's no effect on the OS. If the OS was more than 250 mil and they announced a reduction in AS to 250 mil, then that would imply a reverse split.
