عندما حدث التغيير السياسي العسكري الشامل في العراق في 4/9/ 2003 كان من اوائل اللبنات الاساسية التي وضعت (وكانت قد رسمت منضمن السيناريوهات المعدة سلفا)، فكان موضوع انتقال الاقتصاد العراقي ونقله من حالة الفوضى الايديولوجي الى الوضع التصحيحي الملائم الذي يكفل اطارا فكريا ملائما يواكب الانتقالة المرجوة.
