DeerRun....I share your views, to some degree, of David Bovell's resume being minor league.

However, as a friend and I discussed, the meat of the issue is in the PR itself and said meat is likely already in the iron skillet.

His title itself speaks volumes:
"Vice President Corporate Development"

His job entails:
"David Bovell will Oversee Planning and Implementation of Corporate Growth Strategies"

Will it take a long time for him to settle in?
"Mr. Bovell begins his duties with ERHC Energy immediately"

I'm betting he's already deep into it:
"Mr. Bovell will oversee planning and implementation of strategies for corporate growth. Responsibilities will include the identification of appropriate opportunities for corporate mergers and acquisitions by ERHC."

And how will he enhance shareholder value?
We sought a person who could accelerate our examination of various strategic opportunities to enhance shareholder value, including expanding the Company’s assets through acquisitions and exploring various stock exchange listing alternatives."

IMHO, a very strong and direct PR and probably well past the planning stage. Perhaps David will become a heavy weight with his strategy here.
