UniGuest to Market ICOA WebCenter 3000™ to Convention Centers, Hotels and Time-Shares

WARWICK, R.I. - December 6, 2001 - ICOA Inc. (OTCBB: ICOA) announced today that its WebCenter Technologies subsidiary, which deploys and operates an automated network of self service high speed Internet payphone kiosks (the WebCenter 3000™), signed a marketing agreement with UniGuest Corporation to extend its network to convention centers, hotels and time-shares.

In June 2001, the Company installed 63 Internet payphone kiosks alongside the pay telephones operated by Pacific Bell, a subsidiary of Southwestern Bell Communications. The WebCenter 3000™ is manufactured by Schlumberger Sema (NYSE: SLB), a global leader in technical services. With the WebCenter 3000™, travelers can stay informed, monitor news, and, especially if there is a need to change travel plans, communicate with business colleagues, friends and family.

UniGuest Corporation is a sales integration organization that markets technology products to the travel and hospitality industries. They will seek out hosts to place the WebCenter 3000™ and then sell advertisement space to local businesses such as restaurants, hotels, car rental agencies and city attractions.

"This marketing agreement reflects the next stage in our business plan" observed George Strouthopoulos ICOA's CEO. "ICOA's first target market is airports. Our second market is the convention centers and high traffic hotels. UniGuest's local, grass roots sales force makes it a cost-effective distribution partner. We foresee an incredible opportunity to capitalize on local advertising revenue while providing key local services."

Shawn Thomas, President and CEO of UniGuest Corporation concluded, "UniGuest's nationwide sales force is excited to be marketing the WebCenter 3000™ because it is a revenue generating, value added system for hospitality service providers."
