I'm willing to bet that like most people you have never heard of Clancy Systems International, even though, the company manufactures and sells one of the most famous (or infamous) products in the world - the Denver Boot. The Denver Boot is only a small part of a comprehensive network of products; in addition to the Denver Boot, Clancy Systems International designs, develops and manufactures automated parking enforcement systems primarily for lease to municipalities, universities and institutions. By utilizing an integrated approach, the company offers a complete parking citation processing system including tracking, enforcement, collection and automatic identification of delinquent violators in an effective and efficient manner.

Under Clancy's contract agreements with industry giant, Central Parking Corporation (NYSE: CPC), Clancy has installed systems in Durham, N.C.; Mobile, Ala.; and Virginia Beach, Va. These on-street operations include complete ticket issuance and processing systems utilizing Clancy's state-of-the-art hardware and premier software. Clancy also installed an honor box program at Central's Cincinnati office for off-street operations.

Clancy also provides hardware and software for special projects for Hertz Corporation, including a project called Fleet Control.

On January 26, Clancy Systems International announced it has retained Vanguard Communications Marketing & Public Relations for a variety of marketing programs including an ongoing media campaign for the national rollout of Clancy's newest product, a new method of allowing drivers to pay for parking by using cell phones."We'll be rolling out product launches in the next few months in markets in California, Georgia, Florida and Puerto Rico, and Vanguard's experience in national and international public relations makes an excellent match," stated Stanley Wolfson, Clancy Systems International's president and CEO

In addition to the product launches, Vanguard will also promote the company's other products, including hand-held Ticket Writers and Remit-Online.com, which enables consumers to pay parking tickets via the Internet.

"Clancy Systems is overflowing with innovative products that resonate with parking companies and consumers alike," says Ron King, Vanguard Communications president. "Our goal is to raise nationwide awareness of Clancy's products and further position the company as the parking authority."

The Clancy handheld field unit is a Palm M500 or M515 in a customized cradle with a full 45 key keypad. The printer is a lightweight, high-speed thermal printer. Each printer holds a pad of 225 flat form citations (citation size 3" x 7") and utilizes the newest lithium ion battery technology. The batteries are extremely small, light weight and provide continuous service for at least 750 tickets issued on a single charge.

This state of the art equipment offers the latest technology in portable data entry and printing equipment, with the backbone of the Clancy software, services and support. The company's software is developed and maintained in-house by five full- time programmers and by the company's president, Stanley Wolfson. Clancy has qualified to be a Microsoft Certified Partner. The office computer software allows daily ticket, rental and inventory information to be transferred from the portable data entry units to a central computer database. The information is compiled and then processed further according to user requirements. Through sophisticated communications software developed internally, the company is able to update, modify, repair, enhance and change programs at the client's location via modem and the Internet. Clancy Systems has developed numerous Internet based parking programs including payment processing, permit registrations, pre-paid parking and parking reservations, special event parking and permitting, and its Expo1000 Parking Industry Guide.

With the weakened economy as of recent years, municipalities are in search of additional revenues and the installation and implementation of means to efficiently and effectively collect parking ticket revenues as a viable source of such additional revenues for many locales. As on street parking spaces are finite, and populations increase, a structured management system of turnover, enforcement and accountability of parking revenues will be imperative for all cities. In addition, the company supplies all hardware, software, training, supplies and maintenance for the system, thus eliminating all significant capital expenditures by the user. The company has experienced a large number of inquiries about its system related to the total program and special features and anticipates growth in this area in the next fiscal year. Also, the company has experienced significant interest in its Denver Boot for vehicles as well as for security on other mobile devices including construction trailers and communications generators.

On March 2, 2004 announced it has been awarded a contract with Bay Area Rapid Transit (BART), Oakland, CA, for its monthly reserved parking permit project and long term parking program. The company has provided permit services to BART for the past 18 months for 10 lots in the East Bay area. The new contract awards Clancy permit services to all of its lots that provide monthly reserved parking. This expands the permit program to 32 lots with approximately 12,000 reserved parking spaces. Riders can reserve and renew permits for the reserved parking areas by contacting a custom web site created by Clancy for BART. Permits are non-transferable and data loaded into handheld terminals (with scanners) provided by Clancy are used by BART personnel to monitor lots and assure compliance. Customers seeking long term parking (more than 24 hours) at any of the approved stations will be able to reserve their parking by internet reservation. This innovative program greatly reduces costs to BART and offers a more convenient way for customers to park. Last year, Clancy was also awarded a contract by the Los Angeles Metropolitan Transit Authority (MTA) for permit sales and support of MTA's newly announced Metro Gold Line reserved parking spaces.

On March 18, 2004 the City of Clearwater, Florida awarded a contract to Clancy Systems for the implementation of a comprehensive parking citation issuance and processing system for the City. The program will create a total management system that will bring many operations together into one system. Clancy has provided its programs to many agencies in this area including the City of St. Petersburg and Tampa. By the end of the summer Tampa will be expanding its services with Clancy to include the Park-by-phone system. "We are pleased to be expanding our programs to this region and look forward to providing the new Internet applications to the clients. Our company's Remit-online and Park-by-phone services make a substantial difference in revenue collection and the bottom line to our customers." stated Stanley Wolfson, Clancy president.

On January 13, 2004 Clancy Systems reported fiscal year 2003 revenues of $3,072,301 an increase of 10.2% over fiscal 2002. The company reported a net income of $243,063 for fiscal 2003. With assets in the $3.4 million dollar range, the company is said to be looking at qualifying for a Nasdaq listing not too far down the road. A Nasdaq Small Cap listing would put this little gem on a lot of Wall Street radar screens. Stanley Wolfson, company president, has been quoted as stating that several large organizations are very interested in a program similar to Clancy's highly successful San Francisco Bay Area Transit (BART) program. Interested organizations are said to include NASCAR, NHRA, Major League Baseball, and the U.S. National Parks System. If Clancy Systems International signs a contract with any of these organizations, shares of CLSI will likely explode. Stockprowler.com views CLSI as a strong buying opportunity for the speculator.
