No, just TDA Research in Wheat Ridge, Colo., which I think is private, they worked with the National Science Foundation- at least with the PR. Just something to look for maybe in the near future. When I came across it, it reminded me of that article I referred to, about computer clothes. Wacky, I thought. But Then I remembered another article about smart soldier battle dress uniforms that would use this kind of technology (kinda like ROBOCOP, HeHeHe). That was a while ago when I read it (no links), but they were both on the MSNBC news website.
