قال وزير التجارة إن العراق سيحتاج لاستيراد ما بين 2.5 وثلاثة ملايين طن من القمح في عام 2008 ارتفاعا من 2.1 مليون طن العام الماضي. Commerce Minister said that Iraq would need to import between 2.5 and three million tonnes of wheat in 2008 to rise from 2.1 million tons last year. وأضاف أن محصول القمح العراقي قد يصل إلى 1.5 مليون طن.وقال الوزير عبد الفلاح السوداني في عمان ان العراق سيقر ميزانية اضافية لتغطية زيادة التكاليف.وتابع انه على عكس الخلافات السياسية بشأن مخصصات الميزانية التي عطلت مشتريات القمح في أواخر العام الماضي ستقر الحكومة ملحقا للميزانية لتغطية الارتفاع الكبير في تكلفة الواردات السلعية بسبب الارتفاع القياسي في الاسعار العالمية.وقال السوداني ان زيادات الاسعار التي شهدتها المواد الغذائية كبيرة واذا كان الواقع هو ان الاسعار زادت والاحتياجات قائمة فلا شك في انه يتعين توفير التمويل.واضاف ان الدولة لديها مرونة في الميزانية الان وستكون هناك ميزانية تكميلية لتغطية أي احتياجات اضافية وقد وحسن ارتفاع أسعار النفط ايرادات العراق كذلك.وقال السوداني ان اولوية البلاد هي توفير حصص الغذاء بموجب نظام التوزيع الحكومي الذي يعتمد عليه غالبية سكان البلاد وعددهم 28 مليون نسمة في تلبية احتياجاتهم الاساسية.وتابع ان كل عراقي يحصل في المتوسط على حصة شهرية تشمل تسعة كيلوجرامات من الطحين (الدقيق) بسعر يحمل الميزانية عبئا كبيرا.وأضاف ان البلاد تسعى الى تلبية الاحتياجات من السلع بخاصة القمح الذي يعتبر الغذاء الاساسي والذي يوزع بكميات كبيرة مكلفة للغاية.وعلى الرغم من نقص الامدادات الشهرية عن الاحتياجات البالغة 300 الف طن من القمح يقول السوداني ان العراق لا يواجه احتمالات تكرار نقص القمح الذي شهدته البلاد العام الماضي.وتظهر بيانات رسمية أن العراق استورد 2.1 مليون طن فقط من القمح في عام 2007 أي اقل بنحو الثلث من وارداته في عامي 2006 و2005 مما يظهر تراجع الاستهلاك بدرجة كبيرة.وقال السوداني دون الخوض في مزيد من التفاصيل ان العراق لديه خطط طارئة للاستيراد ومخزون يضمن تجنب حدوث ازمة.وأضاف ان المحصول المحلي المتوقع ان يبلغ مستويات قريبة من مستوياته في العام الماضي عند 1.5 مليون طن سيساعد في دعم الامدادات.وفور انتهاء الخلاف السياسي بشأن الميزانية في شباط الماضي سارع المسؤولون التجاريون بالشراء لتعويض التأخير الذي أدى الى نقص في المعروض.واشترى العراق 750 الف طن في أقل من شهر He added that the Iraqi wheat harvest up to 1.5 million tonnes.
