حددت وزارة العمل والشؤون الاجتماعية الفئات المشمولة بشبكة الحماية الاجتماعية في بغداد والمحافظات بعد الانتهاء من حسم اعداد المستفيدين.وقال الوزير محمود الشيخ راضي في مؤتمر صحفي اليوم ان الفئات المشمولة هم العاطل عن العمل والمعوق اذا كان مكفوفا او مصابا بالشلل الرباعي بصرف النظر عن العمر واليتيم القاصر والارامل والمطلقات واللاتي هجرهن ازواجهن وارباب الاسر العاجزون عن العمل بنسبة 50 بالمائة فما فوق.واضاف ان الوزارة قررت كذلك ضمن خطة جديدة شمول النزيل المودع في السجون وضمن شروط معينة والمتضررين بسبب التفجيرات براتب شبكة الحماية الذي تمت زيادته بنسبة 25 بالمائة .مبينا ا ن الرواتب الجديدة تنحصر من 65الى _150 الف دينار شهريا ضمن الجدول المقرر سابقا بعد ان كانت 50 الى _ 120 الف دينار شهريا.واوضح راضي انه سيتم التوسع ايضا في زيادة المشمولين بقانون شبكة الحماية الاجتماعية بنسبة 25 بالمائة حيث ان لدى الوزارة اكثر من مليون عاطل مسجل في مراكزالتشغيل.وتابع ان الوزارة اتخذت قرارا بصرف راتب للعاطل عن العمل المشمول باعانات الشبكة لستة اشهر مقبلة فقط واقصائه لاعطاء فرصة لمن ينتظر دوره في الموافقة على شموله باعانات الشبكة من المسجلين.وعن الية توزيع الرواتب في المحافظات للسيطرة على حالات الفساد الاداري ..قال راضي تم تشكيل لجنة عليا في كل محافظة برئاسة نائب المحافظ وعضوية مدير شبكة الحماية وباحث اجتماعي ومحاسب لتنفيذ الالية الجديدة ومراقبة عمليات توزيع الرواتب للسيطرة على اية حالة فساد مالي اواداري اضافة الى تلقي شكاوى المواطنين من خلال لجان فرعية او بشكل مباشر.واشار الى ان اللجنة ستزود العاطل الذي يقدم اضبارته بكارت مراجعة من نسختين ترفق الاخيرة في اضبارته الشخصية ويحدد له فترة لاتتجاوز شهر للبت في قبوله ضمن الشروط المقررة.واكد راضي بأن هناك تنسيقا مع مصرفي الرشيد والرافدين في بغداد والمحافظات لتوزيع الرواتب مباشرة بعد ان كانت توزع عبر مكاتب البريد الى ان يتم اصدار البطاقة الذكية لتوزيعها على المشمولين في حالة المباشرة بالصرف اللالي قريبا .من جانب اخر كشف راضي عن زيادة القروض المخصصة للمشاريع الصغيرة لخريجي الجامعات والمعاهد في بغداد والمحافظات.وقال تم تخصيص مبلغ 60 مليون دولار لكل من محافظات بغداد ونينوى والبصرة و30 مليون دولار لكل محافظة بالنسبة لبقية المحافظات الاخرى وتكليف مجلس المحافظة بمتابعة عمليات التوزيع وفق ماحدد من ضوابط مع التشديد على مسالة عدم السماح للمستفيد من اعانات الشبكة بالحصول على القرض.موضحا ان مبالغ القروض حددت من 2 الى _ 10 ملايين دينار.واشار راضي الى ان العاطلين عن العمل من اهالي مناطق الصدر وابو غريب والشعلة الراغبين بشمولهم براتب الشبكة من حقهم تسجيل اسمائهم في اي مركز تشغيل في مناطق بغداد نظرا للاشكاليات الامنية التي تعيشها هذه المناطق ابتداء من اليوم حتى العاشر من ايار المقبل.وعلى صعيد اخر كشف راضي عن الاتفاق مع وزارتي الداخلية والعدل على تشكيل مفارز مشتركة لجمع المتسولين من الشوارع العامة .وقال تم الاتفاق على جمع المتسولين والمشردين من الشوارع وشمول ارباب الاسر منهم براتب شبكة الحماية الاجتماعية بعد التاكد من هوياتهم وتوقيعهم على تعهد خطي بعدم العودة الى ممارسة هذه الظاهرة السلبية The Ministry of Labour and Social Affairs categories covered by social protection network in Baghdad and other governorates after resolving the numbers of beneficiaries.
