اعلن النائب في البرلمان العراقي عن كتلة مستقلون (مظهر الحكيم ) ان"هناك احزاب سياسية في البرلمان العراقي –لم يسمها - مازالت تصر وتفضل القوائم المغلقة لخوض انتخاب المجالس المحلية المزمع اجرائها في تشرين الاول من العام الحالي ". وقال (الحكيم ) في تصريح خص به موقع نون ان" الاتجاه العام في البرلمان العراقي يميل الى الترشيح عن طريق القوائم المفتوحة وان هذه الاحزاب التي ترفض مشروع القوائم المفتوحة إنما تشعر بعدم امتلاكها قواعد شعبية يؤهلها للنجاح في تلك الانتخابات" ،مبينا في الوقت نفسه ان "الحكومة العراقية تعد مشروعا ترسخ فيه القوائم المفتوحة .يشمل اضافة اليها الترشيح الفردي ،معتبرا ان" هذه الطريقة اكثر عدالة حيث بأمكان المرشح ان يتحمل المسؤولية الكاملة بانتخاب مرشحه ".
