Zebari: Agreement with the United States before Parliament

قال وزير الخارجية العراقي هوشيار زيباري ان الحكومة ستسعى للحصول على تصديق البرلمان على الاتفاقية الاستراتيجية التي يتم التفاوض بشأنها مع الولايات المتحدة، على الرغم من توقعات بأن تكون المسألة موضع جدل ونقاش ساخن في الولايات المتحدة. وكان مسؤولون عراقيون وامريكيون قد بدأوا الشهر الماضي محادثات تهدف الى التوصل الى اتفاقية اطار عمل استراتيجي يحكم العلاقات الطويلة الامد بين البلدين، واتفاق آخر منفصل يحدد "وضعية القوات" ويضع ضوابط تحكم النشاطات العسكرية الامريكية في العراق. كما ان مسؤولين عراقيين وامريكيين قالوا ان الهدف هو الانتهاء من المفاوضات المتعلقة بهذه الاتفاقية بحلول يوليو/ تموز المقبل، اي قبل فترة طويلة نسبيا من موعد الانتخابات الرئاسية الامريكية، المقررة في الرابع من نوفمبر/ تشرين الثاني المقبل. وقال الوزير العراقي: "لا توجد اجندة سرية هنا، وهذه الاتفاقية ستكون واضحة، ولا بد ان تعرض امام ممثلي الشعب العراقي، البرلمان، للتصديق عليها". رفض الصدريين Refused Alsdrien
واضاف زيباري: " انا متأكد من ظهور جدل سياسي حاد عندما يحين الوقت، لكنني اعتقد من جانب آخر ان هناك ارادة قوية في القيادة السياسية الرئيسية ترى ان الاتفاقية ستكون في صالح العراقيين. نحن نحتاج هذه الاتفاقية الدائمية". Zebari added: "I am sure the emergence of sharp political controversy when the time comes, but I think the other hand, there is a strong will in the main political leadership believes that the Convention will be in the interest of Iraqis. وقال زيباري ان الجانبين يأملان في التوصل الى اتفاق في حدود الموعد المتفق عليه، وان المحادثات ستتواصل قريبا، اما الجولة الاولى فقد كانت فنية جدا، لكنه لم يعط اي تفاصيل. Zebari said that the two sides hoped to reach an agreement within the agreed time, and that the talks will continue soon, the first round was very technical, but he did not give any details.
يذكر ان القوات الامريكية في العراق تعمل بموجب تفويض من الامم المتحدة ينتهي بنهاية عام 2008، كما ان العراق اعرب عن عدم الرغبة في تجديد هذا التفويض، وهو ما يعني ان على الحكومتين التوصل الى اتفاق يسمح للقوات الامريكية البقاء في العراق لما بعد انتهاء موعد التفويض الدولي.
