Because when they did the very reason was to save money by not having to rework the plates.

Yes the siggy is old but the Ultra violet marks and metallic strip are new.

The guy who that siggy belongs to was not some war criminal like Saddam or Saddam's sons.

Also...back when this decision was made they had no idea who would someday be in that position.

I have a pocket full of US currency with all types of dates and siggys.

The bottom line is that these new 1 Dinar notes are MORE secure than US 1 Dollars.
