One last point ... Garland mentioned that neither JV nor himself have control of the stock price. Well, actually that is at only partially correct.

They can address the CE issue with TANGIBLE efforts and make the stock more appealing to new investors. This alone will impact the stock price.

The CE rating is a scarlet letter which scares away new money. I am willing to bet that the day the rating is dropped (if ever) the stock price will be affected. Therefore their efforts would have contributed to the change.
