It is not a cause and effect thing but I have seen it happen before with small biotechs when the buys are only small token buys. 1,000 shares does not make a difference in the financial standing of Joe P nor is it enough to get the street excited. So the reason has to be either as I stated or because he is a nice guy that is sending a mesage to shareholders that we are undervalued, which was mentioned earlier by another poster...
