In general, if the MACD is deep and way below the 0 line, you aren't going to have any significant move of the stock. If you want plays to be timely with a MACD that is below 0, you want it to be pointed up and close to the 0.

PROC is price rate of change and I like it pointed up and very close to the 0 for I find it moves nicely when it crosses up into that 0.

With less than 2 months to go before hurricane season, I don't think it's likely WEGI will drop to those winter lows you talked about. However, we all need to have our strategy and stick with it and if that's your entry point then that is fine.
