we will still have to see whether they will use the regdex or not. At this point, they can't and they now it.
So they have 2 options:
1) r/s
2) make it run.

To make a 29 billion os thing run, you need some power PRs. They know that too. Apparently, until now, they choose to ignore significant events for TFN (UK and funding), which could have moved this thing a little if they would have PRd it. They know that, they choose to ignore it. My best guess would be because something better is in the pipeline.

In the end, they will dilute again. However, it wouldn't be smart to start doing that at 0.0001. It would kill any kind on run immediately and they would be stuck.
