I believe in a basic principle, when you subsidize something, you get more of it. When you tax something, you get less of it. Around the world, we see falling rates of fertility with prosperity. We have too few children born among those who can afford them, and too many children born to those who can't afford them.

I don't know the answer to this worldwide phenomenon, but doubt that the answer is a secular one.
