The Hawaii Legislature is considering a law that would require all new homes to be built with solar water heating systems.

The plan would apply to homes built after Jan. 1, 2010 and also would end current state solar tax credits for any home built after that.

The Sierra Club says Hawaii would be the first state requiring solar water systems in homes.

The plan is being considered as oil prices move well above $100 a barrel and gas prices in Hawaii start to top $4 a gallon.

Opponents of the measure say it would drive up home prices and would likely be unnecessary because many builders already are installing solar water heating or offering it as an option.
