They might not gain enough of a benefit to make it worth it.
HK/MG (or at least gate-first HK/MG) seems to benefit PMOS much more than NMOS. If they don't re-layout the cells to take advantage of this, they might lose much of the value of the IdSat improvement. I'm just speculating here, but I keep remembering the comment about Nehalem 'taking full advantage of 45nm'.

I do believe AMD could bring this into the process in mid-stream, but I expect there would be an initial yield hit, so the yield/performance trade-offs may not work out.
