They call their buddy Mike up at Madison Transfer and Mike issues a certificate. They deposit that certificate wherever their little nominees have accounts. That could be anywhere. That broker then routes the order to a market maker.

As far as the float being small, they moved the authorized up to 500 million from 250 million, so it's highly unlikely that it's going to remain small. These people are in the share printing business.
