actually, after IPO company may simply ignore public shareholders if main lot still in companies hands.they got money already. It means they can move all business to Gavitec, to EU at that is all. Neom will be just a name. It is on OTC without strong requirements. I am sure Neom people are global oriented and will try to move tech ahead, not a USA registered company. Of course if they see more chances outside usa.
