low volume makes sense - people holding don't want to sell here because expecting share spin off dividend etc.

People aren't really looking to buy here yet because of overall uncertainty, Helmer, no dividend date announced etc.

All it takes is the info to start flowing from the company and this moves up - or continued silence prompting current shareholders to grow frustrated and start selling.
