the biggest gimme, imo, is that the DOT did not simply reject the filings, rather they nit-picked and worked out all the minor details with Baltia almost so-as to be in preparation to go ahead with the greater goal.. if DOT was not interested and did not see anything developing with Baltia, they would not have even wasted their time....
