I just called the number again to see exactly what the recording says and it says

The number you called cannot be completed as dialed please check the number and try your call again and the follows with some 3 or 4 digit code.

My thought is that numbers that have been disconnected for any reason normally say: The number you have reached has been disconnected or is no longer in service if you feel this recording is in error please check the number and try your call again.

Not alot of difference but it is enough to mean two totally different things
