The seller can't get their ask so they're selling at the bid. Those on the bid will just lower it and the seller can keep accepting that price. If the seller is a financier that got shares at .001 they'll still be doubling their money by selling at .002. If it's the company, it's like an ATM machine till the OS hits 2B. After that is when a R/S can come into play.
