MDT Wins ‘Preemption’ Case in US Supreme Court

I really can't see the distinction here between a medical device maker that gets FDA approval being absolved of any liability and a drug maker who gets approval from the same agency (through a stricter review process) being held liable. What am I missing? Shouldn't the pharmaceutical industry be making a big deal about this Supreme Court ruling and the apparent precedent it opens up given the huge litigation bills they have faced in recent years?
