Once you start speculating, anything becomes possible.

For example..

4) The tech exists. However, the main Adaptive engineer who was working on it is a pilot in the Air National Guard. His unit got called up during the Afghanistan invasion. He inadvertently went overseas with the details to the tech in his shirt pocket. Realizing his mistake, he placed it in a storage compartment in his jet aircraft for safekeeping. Unfortunately, his plane was shot down. As he parachuted to safety, he remembered the technology document in his plane. As luck would have it, the plane fell into enemy territory and was confiscated by the bad guys. The tech document was discovered and handed over to the Al Qaeda in case they could use it for anything subversive. It is now in the hands of Usama Bin Laden. Once we capture him, we'll get it back. The delays are related to the presidential election and timing the capture of UBL such that President Bush's reelection effort is benefited to the maximum. With another 2 million dollars in donations, we could speed the recovery process up.

This makes as much sense as what some of you guys post day in and day out. :)
