penny, what is your take on the rules. If I understand them correctly, the MM's will still be able to short to their heart's content, but may be in a little more danger of being investigated. Where the rules may actually help would be stopping some of these offshore bozo's from shorting the pennies like they have been.

IMO, most stocks will see little or no change.
