CHCG has been in a downtrend. Shorts love stocks in a downtrend and will play them that way over and over again. That said, CHCG is in the process of trying to form a bottom and if it can do that convincingly the shorts will either go long or find another stock to hammer.

I know it seems crazy to short a stock trading at a little over 6 times ttm earnings but the markets in general are a little crazy right now and if you have the balls this is a good time to accumulate.
