Aero,

Writing it off as Saddam's rate is not correct, Iraq maintained
a high rate since the 40's when it was tied to the Sterling.
Saddam did however bleed the country's treasury greatly depreciating the value of the currency, hence part of the reason behind why there was Swiss and Saddam Dinar.
