The reduction of shares comment means they are going to reduce the "authorized" shares number. This is a good thing because it will limit their ability to dump shares on the market if their are none authorized to be issued. IMO, this is a huge step for them to take to build shareholder confidence. Add to this their going on record that no reverse split is coming and things bode well for us.

Basically, they are stepping up to the plate and telling investors, "we believe in our company and believe we will make our profits from the oil drilling, not share dilution!"
