A gigantic, elaborate Press Release that implies UDTT is working with the Department of Homeland Security.

They got listed on a website;

Penny stocks in the past have used the DHS in PRs to dump a lot of stock into the market. In some cases; the DHS was not pleased.

If you are really doing all this business; why are you still using discounted stock to pay off defaults? S-8s and 8-K discounted stock filings are detrimental to common shareholders; that is why UDTT is overissuing fluffy Press Releases to assist the ability to sell stock to those who love the news.
