This is the exact heading for the last PR from Neom. After re-reading it and thinking some more about the current situation, it appears to me that Neom launched (by their definition of the word) in Cannes.
FT. MYERS, FL and CANNES, France, Feb. 23, 2004 -- NeoMedia Technologies, Inc. (OTC BB: NEOM), today began its launch of PaperClick for Camera Cell Phones™ technology at two major European trade events, the 3GSM World Congress in Cannes, to be followed by CeBIT in Hannover, Germany.

From the December 22, 2003 PR - when the Nokia models were made available to industry professionals:
"As part of the demo, users will also be able to do comparison shopping with PaperClick for Cell Phones. For example, they could take a picture of the ISBN (for International Standard Book Numbers) code on virtually any book to link automatically via the Internet to a Web site displaying an image of the book and its price elsewhere."
Now from the Feb. 23 PR:
"As part of NeoMedia's CeBIT demo, users will be able to comparison-shop with PaperClick . . . taking a picture of the ISBN (for International Standard Book Numbers) code on virtually any book to link automatically via the Internet to a Web site displaying an image of the book and its price elsewhere."
They are saying the same thing.
Conclusions:
They seem to be defining launch as the introduction of the "technology" with working demo Nokia phones to the public via the conferences. Remember the demos were only available to professionals within the industry in late December, so this would be the first opportunity to introduce ("launch") it in a large public arena.

What has added to the confusion is the difference between "Preview" and "Debut". Well, I'll take a stab at it. I think because Cannes was a smaller stage with a smaller audience, Neom called it the "Preview".
"Debut at CeBIT, World's Biggest High-Tech Event." They used Debut for CeBIT because its the biggest audience for the technology.
Launch does not appear to mean available for the consumer to start using...yet.
After all, what exactly would they be making available. They need to finalize Brand Manager deals, m-commerce with Amazon..., sign up clients for coupon campaigns...
Like I said Wednesday, I'll be happy to hear about the completion of the LOI's Seven Worldwide is working on.
