Working with DPR, Inc. out of CA, we built the White Oak Semi-conductor facility (FAB / PAT / Infrastructure [..nasty gasses, incineration, chilled water, R-O water, etc..] and Admin Bldg.) - a Motorola/Siemens JV just east of Richmond, VA. The job was completed in 18+/- months; ...starting from a raw land (semi-swamp) site.

White Oak Semi is located in an area previously known as the "White Oak Swamp"; drained many years ago. It's now visible from the old Civil War hospital site and historic park in Richmond.

The production tooling is placed, hooked-up and ready to operate almost immeditely, since the "..fit-up.." of all the required services, power and data is in place under the raised floors and interstitial spaces above and beflow the waffle-slabs, located under the clean rooms, prior to tool receipt.

Most of the production "tools" cost $1MM+/each. A FAB/PAT typically costs $2Billion+/- to construct and equip.

Believe me, it's a 24-7 beehive, and the guts of the FAB and PAT look like something out of Star Wars.
