They sure do, they have screwed over many a retail person by allowing the shorting to occur but they don't every allow you to cover in time not to lose all your money on the turn. You think your winning by shorting and then when the price turns around and you want to buy stock to cover, they do it so slowly, if at all, they now own all your money! A double edged sword to say the least!!
