Since I have been researching and playing the FX this person makes a whole lot of sense. This guy is from the IIF. There will never be a 1-1. There are no 1-1's on the FX. A currency will either be higher or lower than the currency it is based against.

there will never be a 1:1 ratio....what other currency do you or have you ever seen at 1:1......well please tell me if there is another....the canadian dollar is as close as it gets.......and that will drop when the dollar goes up again.....you might see .67:1 or .82:1 or 1.27:1....but you will never see 1:1
