There IS one bounty program that I am aware of, and that is that the SEC will pay a bounty--something like 10% of funds recovered--for information leading to a successful prosecution of insider trading offenses. I don't know if they've ever paid out a bounty however. I've never heard of one and there is no reference to any actual payment on the SEC site.
