I just received an answer (of sorts) from Intel Public Relations. They neither confirmed nor denied whether Will Swope was a RSMI board member:

You will want to contact Rim* directly for further assistance. Their website gives company contact as: Brad Ketch, 503-257-6700, info@rimsemi.com They should be able to assist you with your request.

I am too far removed to be able to try to contact Will directly and I know contacting Rim will serve no purpose.

Still doesn't make any sense to me.
