You can't go by the resident agent. State law requires companies registered in the state to maintain an address there (to receive legal documents and such). The resident agent is a company that, for a yearly fee, will provide that in-state address.

Because that is their business and the yearly fee is generally no more than a couple hundred dollars, the resident agent typically represents thousands of companies.
