There are buyers at the ask when it is .2999, but they keep putting up small bids in front of it every time there is a buy. Also, when buys are made at the ask, they are not reducing the ask size.

It looks like the mm's are holding this one back for some reason. Maybe because technically, if it passes .30 again, the chart will look favorable. JMO.
