Stock buyback question....

can someone tell me why QBID didn't do the stock buyback when it was at .0001-.0005?? Why isn't it happening now while the price is STILL stupidly low? Seems to me that if I knew I wanted to buy back a few zillion shares, I would have done it a while back when it was really, really cheap...

just wondering..
