Amature? I'm sorry, did you mean "A Mature" or "Amateur"? I'm confused. However, in case you meant the last one, this is a "penny stock" a.k.a. "speculative stock", without news traders/investors can't speculate enough to move the PPS. Why $0.0015? Well, I haven't checked the L2 lately but I know there was a huge wall at that price earlier this morning with just one MM at $0.0016. GLTA.
